Three ways to engage.

Every Activation is led on-site by a Harborline Activation Lead. Supporting setup capacity is sized to the opening and may vary by location or market.

Activation is priced as a fixed fee against a scope and checklist approved by the operator before mobilization. The fee is not hourly and is not tied to construction value. You know the number before the team mobilizes.

Engagements

Sized to how you open.

One opening

A single location, scoped and priced from the setup checklist and the size of the space, with an on-site team sized to the opening date. Best for operators opening one location, or testing Activation before committing a rollout to it.

Multiple openings

A defined set of locations opening across a program — six sites over a year, a regional expansion, a conversion across an existing portfolio. The checklist is built once and applied at every site, and the per-location rate reflects that repetition. Openings get faster and more predictable as the program runs.

For programs spanning multiple markets, a Harborline Activation Lead travels to each opening and directs the on-site team. Capacity may vary by market, while the Lead, the approved checklist, and the reporting format stay consistent.

Continuous openings

For operators opening throughout the year without a fixed schedule. Harborline maintains Activation capacity and your standard setup checklist, so an opening can be mobilized without renegotiating scope each time — in any market where you operate. Often paired with a Harborline Facilities engagement so the location’s vendor and asset information carries forward after opening.

Method

What Activation handles.

Every engagement runs the same three phases against the approved checklist, whatever the size of the location.

Workspace setup

Owner-supplied furniture, equipment, and materials received and staged on arrival. Workstation unpacking and placement. Plug-and-play monitor, computer, printer, and peripheral setup using existing receptacles and data connections. Freestanding furniture assembly and placement.

Opening setup

Equipment and supply organization. Stocking drawers, shelving, and supply areas. Labeling and opening checklists. Décor and approved accessory placement.

Opening readiness

Placement of operator-provided workplace postings and non-permitted interior signage in operator-designated locations. FF&E inventory confirmation. Missing and damaged-item tracking. Completion walkthrough. Operator sign-off.

Additional non-trade items may be added by written agreement when they fall within the defined Activation scope.

Responsibilities

Who does what.

Activation works because the boundaries are set before anyone mobilizes. The operator owns the space, the materials, and the decisions. Harborline manages delivery of the defined setup scope and reports back.

The operator provides

Access once the space is released for owner setup. All furniture, equipment, technology, supplies, décor, and workplace postings for the approved setup scope. The approved scope and checklist. Designated locations for signage and postings. Any licensed contractor or design professional required for work outside the Activation scope. Final acceptance at completion.

Harborline provides

A Harborline Activation Lead and a Harborline-led on-site team sized to the defined pre-opening period. Receiving and staging of owner-supplied materials. The non-trade setup scope as approved. Inventory confirmation and missing or damaged-item tracking. A documented completion walkthrough and written exception list. A single point of contact from mobilization through sign-off.

Activation Ready

When Activation begins.

Activation should begin only after the applicable areas are released for owner setup and Activation work can be performed without interfering with permitted construction, inspections, contractor punch work, or building-system commissioning. Before mobilization: the applicable area is released for owner setup, building systems needed for setup are operational, owner FF&E and supplies are delivered or scheduled, no licensed trade work is assigned to Activation, setup locations and the operator checklist are confirmed, and the Activation scope is approved.

Scope note

Activation does not include construction, permitted work, trade services, or modification of building systems. Harborline Activation does not perform electrical, plumbing, HVAC, low-voltage cabling, fire/life-safety, structural, or other licensed contractor work. Items requiring a licensed contractor or design professional remain the operator’s responsibility and are performed under a separate direct contract with that licensed party. The operator approves all scope, materials, and locations before work proceeds, and provides final acceptance at completion.
