Harborline Facilities

The facilities operating structure you don’t have to build from scratch.

Harborline helps growing operators design and implement the vendor structure, work-order platform, maintenance programs, reporting, SOPs, and internal responsibilities required to run facilities professionally. We build the framework with you, help launch it, and transfer it to your team.

The gap

It doesn’t take dozens of locations for informal facilities management to stop working.

At three locations, someone can usually handle facilities on the side, but by five it may consume a meaningful part of the week. As the portfolio approaches eight locations, service requests begin to scatter, vendor counts grow, preventive maintenance slips, and leadership can lose visibility into what facilities actually costs and which vendors are worth keeping.

No vendor consolidation

Each location may inherit vendors or find its own, which can leave the portfolio with inconsistent pricing, service levels, and coverage. Without a coordinated vendor strategy, leadership has little basis for determining which rates are competitive or which relationships should be expanded.

Work order chaos

When a GM calls one electrician and an operations director texts another plumber, service activity quickly becomes fragmented. Without a common work-order process, nobody has a complete record of what was fixed, what failed again, or what the portfolio spent.

Compliance visibility gaps

In healthcare, facilities compliance is not optional, yet many issues remain largely invisible until an inspection identifies a condition nobody knew had been missed.

What we do

Harborline builds the facilities operating system. Your team runs it.

Vendor performance data under review with a trade crew on site
The interface between operator and trades. Coordinated, tracked, and reported — not left to chance.

Harborline designs and implements the facilities operating structure, including the work-order system, vendor strategy, asset tracking, reporting, SOPs, and operating workflows, so the operator’s team can own and run the function. The operator retains vendor relationships and approval authority throughout the engagement.

You get the operating model without spending two years developing it internally, and without hiring a director to figure it out from scratch.

People & ownership

Harborline defines roles, responsibilities, internal ownership, escalation paths, and decision authority.

Work-order system

Harborline helps select and configure the work-order platform, including categories, priorities, routing rules, and closeout standards.

Vendor network

The vendor strategy establishes coverage, qualification standards, onboarding, pricing structure, and performance tracking across the portfolio.

Assets & maintenance

The operating system organizes asset records, warranty information, recurring maintenance, and replacement planning in one consistent structure.

Controls & SOPs

Harborline documents approval thresholds, emergency procedures, invoice workflows, and the standards used to record decisions and completed work.

Reporting & KPIs

Leadership reporting brings together facilities spending, work-order metrics, vendor performance, open issues, and other information needed to manage the portfolio.

The operating model

Every level of the organization gets a role.

Not every facilities issue needs to start with a vendor dispatch. Harborline defines what location teams can document, troubleshoot, coordinate, and close themselves; what requires facilities-team review; and what requires a qualified service provider. Clear routing and escalation standards help reduce unnecessary service calls while keeping technical, safety, and regulated work with the appropriate professionals.

Location team

Location teams identify and document issues, perform approved basic troubleshooting, coordinate access, and confirm completion.

Internal facilities

The internal facilities team triages requests, approves or dispatches work, manages escalations, tracks completion, and analyzes recurring issues.

Vendor

Qualified vendors perform the technical, specialized, or licensed trade work assigned to them.

Leadership

Leadership receives KPIs, spending visibility, trend information, recurring issues, and CAPEX data in a consistent reporting format.

Harborline

Harborline designs and implements the system, trains the team, stabilizes the process, and transfers ongoing ownership to the client.

Engagements run through the same Harborline Facilities Framework — assess, design, implement, launch, and transfer — whether the portfolio includes four locations or forty. The complexity changes with the organization, but the operating method remains consistent.

Automation & AI

Routine administration should not require a person for every step.

Modern facilities operations should not depend on people manually handling every request, follow-up, escalation, or report. Harborline evaluates where automation and AI can reduce administrative workload while keeping people at the decision points that matter. That includes defining where automation can act independently, where human review or approval should remain in the workflow, and how exceptions are escalated.

Depending on the selected platform and operating model, that may include automated request routing, troubleshooting guidance, escalation alerts, work-order summaries, repeat-repair identification, vendor-performance insights, spend analysis, and management reporting.

The objective is not to automate judgment, but to reduce the effort required for routine administration so your team can focus on decisions, exceptions, vendor performance, and the physical condition of the portfolio.

Coverage

One framework, wherever the locations are.

Whether locations are concentrated in one market or distributed across multiple regions, the same vendor standards, process design, and reporting framework apply to the locations included in the engagement.

Full lifecycle

Build. Activate. Run. Same partner.

Project documentation, asset information, vendor history, and opening-condition data move forward from construction and activation instead of being recreated after opening.

Coming from Commercial or Activation

We carry the location knowledge forward — asset list, vendor information, documentation, and opening-condition baseline already in place on day one.

Starting with Facilities

We can help establish the operating structure from day one — vendor strategy, work-order processes, and reporting built for the portfolio you actually run.

Who this is built for

For growing multi-location operators that need more structure than their current facilities process provides — whether facilities is still handled by Operations or an internal facilities team is already in place. Explore all Harborline markets →
